Basic Requirements: United States Citizenship: Noncitizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. (a) Have a masters degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the masters degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS0185 series in VHA must be licensed or certified by a state to independently practice social work at the masters degree level. b) Experience. At least 4 years of experience as a professional social worker with at least one year equivalent to the GS13 level. c) Demonstrated Knowledge Skills and Abilities. In addition to the experience above the candidate must demonstrate the following KSAs: 1. Knowledge of and ability to communicate existing policies and regulations effectively .2. Knowledge of and ability to utilize resource materials and to develop new materials when needed. 3. Ability to communicate effectively orally and in writing with a diverse group of professional staff and management officials who are often at the highest management levels. 4. Ability to develop and recommend new or revised policies that are consistent with organizational goals and objectives. 5. Skill in leading senior management officials in policy development.6. Ability to influence high level officials in adoption of and conformance to performance measures monitors and other policy guidelines. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations Leads the development implementation and expansion of familybased services at the national level. This includes the incorporation of familybased services throughout the continuum of care and evidencebased programs consistent with OMHSP national policy. Develops and guides implementation of national policies and operational guidelines for familybased services in collaboration with key stakeholders and in conjunction with OMHSP strategic goals and in conjunction with the VHA Uniform Mental Health Services Handbook (UMHSH 1160.01) VHA Directive 1163.04 Family Services in Mental Health and other applicable directives. Works with the directors of all national programs to identify key partners stakeholders tasks needs gaps in services timelines objectives methodologies and resources. Collaborates with local mental health care managers and clinicians in developing key strategies that reflect local needs. Functions as a national champion and advocates for familybased services and acts as a resource through OMHSP to national and local leadership managers staff and Veterans. Establishes and maintains an active VISN and national network of familybased service providers and key stakeholders ensuring a regular schedule of conference calls educational opportunities sharing of best practices and other communications. In collaboration with local mental health care managers and clinicians develops and identifies measures to assess implementation integration adherence and effectiveness of familybased services and initiatives. Evaluation may include both global system change as well as program outcomes associated with newly funded enhancement initiatives. Identifies education needs models and resources related to familybased services and initiatives and relevant to OMHSP goals particularly prototypes or best practices that may have application in outpatient mental health programs nationwide. Promotes the education of Veterans providers and Veterans families on these services and participates in the development of EES training initiatives. Serves as the principal consultant for family services and provides technical consultation assistance and advice to all VISNs and field station staff regarding familybased services and initiatives. Makes special purpose visits to mental health programs throughout the country at the request of the National Director of OSPSR. The incumbent also advises the National Director of OSPSR of sites that mayrequire or benefit from a special purpose site visit. Formulates and prepares national budget initiatives subsequent justifications and rationales for familybased service initiatives as needed. Provides responses to Congressional inquiries and oversight agencies (i.e. OIG GAO etc.) and develops briefing papers to convey findings an VA positions when pertaining to areas of responsibility. Provides crosscoverage to one or more components of the OSPSR section as requested by the National Director of OSPSR. Serves as a member of various national committees as designated by the National Director of OSPSR. Preferred Experience: Previous suicide prevention and or mental health experience.Expert knowledge of Family Services within VHA including experience with the development of policy and guidance of Family ServicesExpert knowledge of Veteran Mental Health Councils as well as building coalitions and relationships with national regional and local stakeholdersSkill and experience in leading and developing educational initiatives at a national or VISN levelSkill and experience in addressing diversity equity and inclusion issues for Veterans their families and other stakeholders.Skill and experience in oral and written communication to prepare and present information recommendations and solutions regarding complex issues.
