The Successful Applicant
To qualify for this position applicants must meet all requirements by the closing date of this announcement 03/07/2024. TimeInGrade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet timeingrade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS09. The grade may have been in any occupation but must have been held in the Federal service. An SF50 that shows your timeingrade eligibility must be submitted with your application materials. If the most recent SF50 has an effective date within the past year it may not clearly demonstrate you possess oneyear timeingrade as required by the announcement. In this instance you must provide an additional SF50 that clearly demonstrates oneyear timeingrade. Note: TimeInGrade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Individual Occupational Requirement: Bachelors degree or 4 years of education above high school leading to a bachelors degree in behavioral or social science or a related discipline appropriate to this position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four (4) years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to the Individual Occupational Requirement as stated above the following is the experience or education requirement to qualify for this position at the GS11 level. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Comprehensive knowledge of written and oral communications in order to develop presentations and speeches for communitywide presentations to a diverse audience group (e.g. senior leadership of nonprofit and forprofit businesses government officials media engagements Veterans and community stakeholders Knowledge of public health approaches coalition leadership and management and other communitybased models for suicide prevention knowledge of and experience in the development of strategic planning and management techniques principles and practices relating to communications Knowledge of training education curriculum development Knowledge of innovations and best practices in communitybased suicide prevention Knowledge and skill sufficient for advising top management officials on aspects of crisis communications recommending strategies for all aspects of communicating with the agency stakeholders and establishing standards for the development and evaluation of crisis communication and activities throughout an organization. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Such education must demonstrate the knowledge skills and abilities necessary to do the work of the position and been obtained at an accredited college or university. Transcripts Required. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education. You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position: Oral Communication Organizational Awareness Planning and Evaluating Teaching Others Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional philanthropic religions spiritual community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience. Note: A full year of work is considered to be 3540 hours of work per week. Parttime experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary and does not require any special physical effort. Work will require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers books and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations. Working Conditions: The work may be performed virtually or in an office setting that may be shared with other staff. Office setting will be adequately lighted and climatecontrolled office. Will require travel where work will take place in public forums.
