The Successful Applicant

VA Health Professional Trainees (HPT) only: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. NOTE: This applies to the past current and upcoming VA Health Professional Trainees (HPT) only. HPT is an individual appointed to temporary positions in one or more VHA medical facilities performing clinical or research training experiences to satisfy program or degree requirements or receiving VA Health Professional Scholarship Program. HPTs can be either VApaid or Without Compensation (WOC). Basic Requirements: United States Citizenship. Noncitizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Masters degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the masters degree in social work. NOTE: You must submit a copy of your transcripts. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work. Licensure. Persons hired or reassigned to social worker positions in the GS185 series in VHA must be licensed or certified by a state to independently practice social work at the Advanced Practice level. In accordance with 38 U.S.C. 7402(d) No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Social Workers must be proficient in spoken and written English in accordance with VA policy. Grandfathering Provision (Basic Requirement Only). All persons employed in VHA in this occupation on the effective date of this qualification standard (September 10 2019) are considered to have met all qualification requirements for the title series and grade held including positive education and licensure or certification that are part of the basic requirements of the occupation. Grade Determinations: Grade Determinations: In addition to the basic requirements of employment the following criteria must be met when determining the grade of candidates. Experience/Education: Chief Social Work Service (GS14) One year of experience equivalent to the GS13 grade level. The chief social work service must evidence possession of supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration demonstrating progressively more professional competency skills and judgment. May have certification or other postmasters degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience. Licensure/Certification. The chief social worker must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Demonstrated Knowledge Skills and Abilities. In addition to the experience above candidates must demonstrate all of the following KSAs: Skill in providing the full range of supervisory duties across multiple service divisions/sections which would include responsibility for assignment of work to be performed performance evaluation selection of staff and recommendations of awards advancements and when appropriate disciplinary actions. Skill in applying legal ethical and professional standards to social work practice. Skill in developing maintaining and managing social work services in multiple divisions/sections. Ability to ensure compliance with social work practice policy and accreditation standards across the continuum of health care. Skill in providing consultation to facility leadership managers and other staff on social work qualification standards practice competency productivity and continuing education requirements Skill in administrative oversight to ensure compliance with social work licensure requirements. Preferred Experience: 2 years work experience as a Social Worker Supervisor of which at least 1 year at the Assistant Chief or Chief level is preferred. Physical Requirements: Able to perform office work for 8hours per day. Must be in overall good health able to sit at a desk working at a computer engage in light to moderate physical activity including sitting walking bending and carrying supplies lifting no more than 10lbs.
