The Successful Applicant
To qualify for this position applicants must meet all requirements within 30 days of the closing date of this announcement 10/19/2023. TimeInGrade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet timeingrade requirements within 30 days of the closing date of this announcement. For a GS12 grade level position applicants must have held a GS11 position or higher in the Federal service or have previously held a Federal nonGS position equivalent to the GS11 or higher for at least one year. The grade may have been in any occupation but must have been held in the Federal service. Submit your SF50 which clearly demonstrates your timeingrade eligibility with your application materials. If you have not held a GS grade at any time in the past 52 weeks are a Wage Grade employee or are eligible for a noncompetitive appointment such as Schedule A this does not apply to you. An SF50 that shows your timeingrade eligibility must be submitted with your application materials. If the most recent SF50 has an effective date within the past year it may not clearly demonstrate you possess oneyear timeingrade as required by the announcement. In this instance you must provide an additional SF50 that clearly demonstrates oneyear timeingrade. Note: TimeInGrade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d) No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series applicants MUST have one of the following listed below. Degree: Successful completion of a full 4year course of study in an accredited college or university leading to a bachelors or higher degree that included a major field of behavioral or social science or related disciplines appropriate to the position (Transcript required). Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (Transcript required). Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to the IOR you may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Knowledge of planning coordination and execution of business functions resource allocation and production. Knowledge of the concepts principles and theories of instructional methods such as teaching training research making presentations lecturing and testing. Knowledge of functions principles methods and techniques of public planning including those related to community planning outdoor recreation planning and natural resource management such as demand forecasting environmental impact analysis financial forecasting and land use planning and zoning. You will be rated on the following Competencies for this position: Administration and Management Education and Training Public Planning Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional philanthropic religions spiritual community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience. Note: A full year of work is considered to be 3540 hours of work per week. Parttime experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary and does not require any special physical effort. Work will require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers books and portable computer. Driving of a motor vehicle may be necessary relative to attending meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or or management crises resulting in sometimes highly stressful work situations. Up to 60 of driving time may be required to meet the needs of the community networking obligations per the essential functions of the position.
